GRANTS COORDINATOR/PURCHASING AGENT – PART TIME BENEFITED

The Town of Belchertown is looking for a part time Grants Coordinator/Purchasing Agent to fill this newly created position and will identify grant opportunities and provide professional and administrative functions for grant development, proposals, application and administration; assist in the procurement of goods and services in accordance with Town, state and federal regulations. This part time (27.5 hours/week) benefited position is grant funded for 18 months with extended funding potential.

Major duties include: With Town Manager direction, collaboratively develops grant priorities. Researches and identifies grant funding opportunities while remaining current with state and federal legislation. Researches and works closely with departments to accurately write and submit grant-funding applications; develops budgets and narratives for grant applications. Manages grant timelines and stages; monitors deliverables, provides updates; monitors expenditure timeline and ensures grant funds are expended and reported according to grant terms. Responsible for grant management: tracking of grants; compliance/reporting requirements; updating and reporting to the Town Manager, Selectboard and other Boards and Committees; completes all steps/documentation to close out grant upon completion. Maintains the Town’s online grant account profile and is the Town’s contact representative throughout the grant process. Procure grant related goods and services according to regulations; ensures grant money is expended appropriately on grant expenses, tracks spending, and ensures compliance with grant budget. Maintains compliance in accordance with MGL 30B, 30, 39M, and 149. Conducts and assists departments with the bidding process. Maintains all bid document records including bids, bid tabulations, advertisements and addenda. Maintains index of all fully executed contracts. 

Minimum qualifications: Bachelor’s Degree in Business Administration or related field; 1-3 years’ experience in grant writing for government, higher education or other non-profit agency; experience in a municipal or a government setting preferred; or any equivalent combination of education and experience. Must have Massachusetts Certified Public Purchasing Official (MCPPO) certification or be willing to obtain certification within one (1) year of appointment 

This is a benefited grade 9 position with an hourly salary hiring range of $32.75 to $36.49. This posting is open until filled. Application review will begin October 28, 2024. Anticipated start date is January 2, 2025.
